In September 2024, the Department of Defense moved to strengthen domestic rare earth magnet production, awarding $4.22 million to Rare Earth Salts in Beatrice, Nebraska. This investment focused on boosting the production of terbium oxide—an essential element for rare earth magnets—sourced from recycled fluorescent light bulbs.

Recently, global supply chain disruptions and geopolitical tensions have heightened the urgency for the United States to secure a stable, domestic supply of critical materials. The growing demand for advanced defense technology and renewable energy solutions reinforces the importance of the rare earth supply chain.

Terbium plays a critical role in enhancing the temperature resilience of neodymium iron boron magnets, which are vital components in defense systems like aircraft, submarines, and missile technology. Despite its importance, terbium remains one of the hardest rare earth elements to source, comprising less than 1% of rare earth content in most deposits. Rare Earth Salts stands out as a rare domestic producer outside of China, using eco-friendly recycling methods to recover not only terbium but also lanthanum, cerium, europium, and yttrium—each with applications spanning both defense and commercial industries.

The terbium oxide initiative is part of the Defense Production Act Investment (DPAI) office’s broader effort to fortify supply chains and reduce reliance on foreign sources, aligning with the National Defense Industrial Strategy’s push for greater industrial resilience. With more than 50 program awards issued in FY2024, totaling $518.7 million, the DPAI is actively supporting U.S. manufacturing capabilities.
